By December 1948, the strength of the Auxiliary Police had risen to 17000. General Harold Briggs, the Director of Operations decided to form the Home Guard by using selected APs. The role of the Home Guards was to assist the police in food denial operations, checking of ICs, tenant registration etc in the bigger fenced villages and re-settlement new villages. To lend authority to the Home Guard, all its members were issued with this (above) Red Card.
